One of the many specialized service machines, on rails, between the lanes of the Panama Canal locks. Apparently cranes like this come in quite handy; like when one of those ship positioning locomotives (on rails, on the edge of the lock walls and visible in other photos for this entry) gets yanked over the edge by a large vessel and dragged along like a pull toy.
